Envision the Village was a Long Range Comprehensive Plan Update project for the Village of Pinehurst. After an incredible amount of public input spanning 18 months, the 2019 Comprehensive Plan was adopted by Village Council on October 22. We appreciate all your feedback during this important process. On October 22, the Village Council adopted the <a href="https://www.envisionthevillage.com/4180/documents/5961">2019 Comprehensive Plan</a>, a new long-range planning document that articulates the community&rsquo;s vision for the future and identifies the actions we need to take to retain the high quality of life in Pinehurst.Protecting the character and authenticity of Pinehurst, while addressing the impacts of growth within our community and the broader region in a way that ensures a continued high quality of life, is a central theme of the long-range plan. Click here to view the Plan&#39;s <a href="https://www.envisionthevillage.com/4180/documents/5963">Vision and Guiding Principles</a>.Several strategic opportunities emerged from Envision the Village to help position the Pinehurst of the future to better meet the needs of Village residents, businesses, and visitors while retaining our small-town charm and rural feel. The <a href="https://www.envisionthevillage.com/4180/documents/5962">Top 10 Strategic Opportunities</a> (in no particular order) are:<ol><li>Reinvigorate the Village Center by developing a thriving arts, culture, and entertainment market to create a &ldquo;Golf by Day, Arts by Night&rdquo; atmosphere.</li><li>Create new open spaces and amenities within neighborhoods such as neighborhood parks, dog parks, gathering spaces, and community gardens.</li><li>Become a Digital Village and a premier destination to &ldquo;Live and Work from Home&rdquo; with expanded high speed Internet and wireless infrastructure.</li><li>Promote high quality development and design through an update to the Pinehurst Development Ordinance that includes character-based zoning concepts and the use of pattern books.</li><li>Become a pedestrian friendly community with expanded pedestrian, bicycle, and golf cart connectivity.</li><li>Create a thriving business environment that encourages innovation and creativity with &ldquo;innovation hubs&rdquo;, co-working spaces, and artist studios in the Village Place area near the Village Center and the NC Highway 5 commercial area.</li><li>Evaluate possible expansion and construction of new Village facilities such as a library, arts and entertainment venues, municipal buildings, and community parks to meet the needs of a growing and diverse population.</li><li>Seek ways to minimize traffic congestion throughout the Village, especially at the traffic circle and on NC Highway 5, to address resident concerns.</li><li>Expand and enhance stormwater management efforts to protect property owner interests.</li><li>Seek to expand the extra-territorial planning jurisdiction to the north of NC Highway 211 and west of US Highway 15-501 to ensure appropriate development along corridors into the Village.</li></ol>Each year, during its annual strategic planning process, the Village Council will review and can amend any of the implementation strategies contained in the Plan. In addition, Village staff will present an Annual Comprehensive Plan Report to the Village Council and public in November each year to monitor performance, measure achievement, and reflect change generated by implementation of the Plan.We appreciate every one of you who played a part in the Envision the Village process. Your feedback has shaped the plan that will guide Pinehurst in the future.

2019 Comprehensive Plan

All residents were invited to come see and hear the recommendations from our consultants, Town Planning and Urban Design Collaborative, as we strive to both shape our future and honor our past.The Community Open House was a drop-in forum held from 12:00pm to 8:00pm on Monday, June 17 and from 8:00am to 4:00pm on Tuesday, June 18. The same information was presented both days, so residents could pick the day and time that worked best with their schedules! Copies of the full draft plan and excerpts of key plan components were available for public review and discussion with staff and our consultants.A key component of the Comprehensive Plan is how residents would prefer development and re-development to occur in the future in five key focus areas. Participants were provided the projected impacts and were asked to indicate their preferences for alternative development and re-development scenarios in these five key Focus Areas:<ol><li>The Extra-Territorial Jurisdiction (ETJ)</li><li>Highway 5 Commercial Area</li><li>Medical District</li><li>Village Place/Rattlesnake Trail Corridor</li><li>Highway 211 Commercial Area</li></ol>The plan also includes recommendations for retaining the character and authenticity of the Village, addressing growth and the impacts of growth on our infrastructure, ensuring good neighborhood design and housing choices, improving mobility throughout the Village, protecting our natural resources and open space, and ensuring a healthy local economy.The foundation of the Comprehensive Plan is the input hundreds of residents and other key stakeholders provided during the Community Kick-Off event, the Visioning Workshops, and Planapalooza that were held last summer and fall. Draft Comprehensive Plan

PlanapaloozaTM is an intense, participatory design and visioning process where you are invited to work directly with your neighbors and a multidisciplinary consultant team to provide input on your vision for the community&#39;s future. This 5-day event occurred on September 19th -24th in Assembly Hall, located at 395 Magnolia Road. An opening presentation and hands-on workshop kicked off the event on Wednesday, September 19th from 6:30 pm - 8:30 pm. Planapalooza

The Village held two interactive Visioning Workshops on August 29th at 10:00 am and 6:30 pm at Assembly Hall. These hands-on sessions included interactive stations to help us identify your aspirations and goals for Pinehurst&#39;s future.At the workshops, residents were able to participate in six different stations which were chosen based on public input and interviews during the Community Kickoff Event. These stations were structured to help answer the following overarching questions:1. Where should new residential and commercial development occur in the future? What additional types of housing and commercial development do we need?2. How do you want to travel from your home to different types of destinations (e.g. school, Village Center, golf course, parks, restaurants, etc.) using various transportation methods?3. What types of shopping and dining experiences are you looking for in Pinehurst? What types of neighborhood spaces would you like to have in your community or neighborhood? What types of community facilities/recreation spaces would you like to see in the future (e.g. community pool, performing arts center, public library, dog park, etc.)4. What is the next big thing that may impact the Village? What external or societal changes do you think may impact the community positively or negatively in the future?5. What have you seen in other cities that you wish were in Pinehurst?6. On June 27, 2018 the Village held the Community Kick-Off for Envision the Village Long Range Comprehensive Plan.
